UWV outlook for labour shortages in Flevoland

UWV said staff shortages in Flevoland are expected to remain a major problem through 2030, despite a slight cooling of the labour market. Employers reported that 45% of vacancies were hard to fill in 2025. Although there were more jobseekers than vacancies, openings and jobseekers were concentrated in different sectors. Healthcare and engineering vacancies in particular remain difficult to fill, while demand for childcare and primary education is expected to grow.

UWV counted 1,600 climate-related vacancies, mainly for construction and installation engineers. It expects shortages to worsen for doctors, therapists and mathematics and engineering specialists, while recruitment of social workers, electricians and administrative staff may become somewhat easier. Most people in Flevoland who can and want to work already have jobs, so increasing working hours would not resolve the shortages. UWV said employers should place greater emphasis on applicants’ skills rather than diplomas.
