Planned capital gains tax faces a tight 2028 timetable

Finance Minister Eelco Heinen told the House of Representatives that the cabinet would do everything possible to introduce the new capital gains tax in 2028. He said the timetable was feasible if everyone made a maximum effort, while acknowledging the risk of postponement to 2029. The early introduction was politically important to him and was a commitment to right-wing opposition parties including JA21 and the SGP. The cabinet sent a legislative amendment for advice to the Council of State on Friday. The Council of State said it would not be able to provide its advice by the next parliamentary debate on 12 October, saying only seven days remained and that this was impossible.

The combined student debt of students and former students fell for the first time, reaching €28 billion at the start of 2026. This was €800 million, or 3%, lower than at the start of 2025, after annual increases in previous decades. Students borrowed less following the return of the basic grant. Average debt nevertheless continued to rise, including among former students who studied under the loan system; one report put the average at €18,000 per student. The number of high student debts was also still increasing.

Temporary closure of The Street Alliance homeless office

The Street Alliance homeless office in De Baarsjes is temporarily closed for a month because of staffing problems in its small team, according to alderman Zita Pels. She said the organisation was facing increasing case complexity and a significant rise in homelessness, with very high workload reported. The organisation intends to reopen on 2 November. People experiencing homelessness can seek help and guidance at the homeless office in West, including during consultation hours and for practical facilities such as a telephone or printer. The Street Alliance is not a night shelter. An entry house in Zuidoost was also temporarily closed, but the available information ends before further details are given.
