EU reconsideration of an association status for Canada

The European Union and Canada were due to meet at a summit in Montreal as both sides sought a relationship described as closer to membership than previous arrangements. Ursula von der Leyen had announced in September that Canada would become the first associate member, a form of limited membership.
That plan faced opposition from EU member states, including a dispute with Germany, and von der Leyen was reported to have backed away from the promise. The disagreement overshadowed the summit.
