Zwolle has requested electricity capacity for 8,800 new homes, but capacity is available for only 3,000, according to the report. The remaining projects will be placed on a waiting list, meaning the municipality must choose which construction project can proceed first. The municipality warned that this could have far-reaching implications for urban development.
