The municipality of Zutphen is reportedly building dozens of homes to avoid missing out on a grant. Under a rule described as coming from The Hague, neighbourhoods that grow by fewer than 200 homes do not qualify for the money; Zutphen’s planned growth had been below 50 homes. The construction is expected to cost €1.6 million.
