Zandvoort volunteers address energy poverty and housing problems
◆1 source
The Tochtjutters, a group of trained volunteer energy coaches in Zandvoort, help residents reduce energy costs by addressing draughts and poor insulation. They install draught strips and radiator foil, and in cases of energy poverty provide insulating curtains and floor coverings. The group works free of charge for residents with a Zandvoort Pass, while offering advice and limited adjustments to people with higher incomes.
The volunteers also report encountering broader problems, including mould, unpaid bills, inadequate clothing and loneliness, and refer residents to relevant agencies or notify housing associations. One resident, Marcel Bosch, says he has faced almost €7,000 in additional housing charges over three years and suspects a problem with his meters. The Tochtjutters believe block-heating meters may be recording heat even when appliances are off, but say they cannot resolve the issue themselves. The municipal initiative began two years ago as a trial and aims to help at least 250 people this year; its continuation will be decided later.
