European Commission President Ursula von der Leyen said pressure on Russia needed to be increased, accusing Moscow of failing to comply with an agreement with Ukraine not to attack each other’s energy supplies. She said Russia was escalating instead.

Von der Leyen made the remarks before the second day of an EU leaders’ summit.
