The province of Utrecht is offering 3,000 free butterfly garden packages to residents as part of a campaign to help butterflies, whose numbers have declined. The packages contain flower bulbs, seeds and a practical guide for making gardens more attractive to butterflies.

One report cited figures from the Butterfly Foundation showing that butterfly numbers have fallen by 56% since 1992.
