The Netherlands appears to be one of the few among 12 European countries not to increase public debt to finance defence expenditure. The comparison also found that very few of the other countries were reducing social-security spending. Dutch Finance Minister Eelco Heinen argued that interest payments are not fully recoverable, in line with his stated approach to borrowing.
