Taser use by motorcycle officer in Amsterdam

A motorcycle officer in Amsterdam used a taser on a parcel delivery worker, prompting public outrage after video of the incident circulated. Police said the officer had repeatedly asked the man for identification and was moving to arrest him when the man grabbed the officer's wrist as the officer tried to guide him to a wall.
Police use-of-force rules require officers to report taser use for review by a superior, who assesses whether it was lawful, proportionate, necessary and professionally applied. A police-violence expert said the wrist grab could amount to resisting arrest and that the officer's assessment of the risk, including being alone, would be relevant in judging the choice of force. He said physical force or a baton could also have been options.
