Russia called on foreign diplomats and other visitors to leave or avoid Kyiv, saying it would carry out more systematic attacks on military targets in the Ukrainian capital and other cities. Moscow described the planned strikes as a response to increased Ukrainian missile and drone attacks on people and civilian infrastructure in Russia. One report said Kyiv Mayor Vitali Klitschko had described the situation as extremely dramatic.
