The Animal Affairs Council (RDA) warned that pets of thousands of vulnerable people in the Netherlands may be overlooked when their owners face debt, mental health problems, homelessness or domestic violence. The council said dogs, cats and other pets can be much more than companions and that their disappearance can create distressing situations for both people and animals.
