A planned repeal of the rule linking the revenue to those purposes was not carried out, despite political support for withdrawing it.

The Amsterdam-Zaanstad Court of Auditors criticised the municipal budget presented the previous month, saying Finance Alderman Hendrik Jan Biemond had provided the city council with insufficient information. In a letter to council members, the independent body said the budget had been substantially simplified. It also said that plans had not yet been made for most of the €344 million in savings included in the budget.
