Municipalities report more street preaching and nuisance

Nine of 18 municipalities contacted said street preaching was becoming more common, while Kampen, Groningen and Tilburg reported increased nuisance. Tilburg recorded 28 complaints this year, compared with one last year. In Zwolle, the municipality received 30 nuisance reports so far this year, up from five in 2023; residents and terrace visitors have complained about the volume, repeated messages and other aspects of the preaching.

Mayors said action was difficult because street evangelism is protected by freedom of religion, freedom of expression and the Public Events Act. Zwolle mayor Peter Snijders said he could ask a preacher to move but could not compel him to do so. Interior Minister Pieter Heerma said the General Local Regulation can be used against amplified sound, but saw no reason to amend the Public Events Act. The cabinet is also working on a plan to relocate groups, although its application to street preachers would depend on the circumstances and could not simply restrict fundamental rights.
