Lea Spencer, 38, carries her 4-year-old son, who has a physical disability, down two floors from their apartment every day. She said she feels the strain in her back and must remain positive for her children.

The municipality of Rotterdam promised earlier this year to help, but Spencer is currently managing on her own.
