Robert Kabera, a former Rwandan army sergeant and critic of President Paul Kagame, was found decapitated in neighbouring Uganda. His head was still missing.

Kabera had fled Rwanda years earlier and had since criticised Kagame. The reports noted that Kagame's government has faced accusations of involvement in killings of dissidents.
