PRO parliamentarian Barbara Kathmann submitted a legislative proposal to ban harmful algorithms that encourage endless scrolling or impulse purchases. She wants manipulative design tools on online platforms to be classed as prohibited unfair commercial practices.

The proposal covers social media, games, dating apps and chatbots. Kathmann said she preferred European action but considered it too slow, and is working with parliamentarians in several other European countries who also want legal regulation.
