Groningen advanced its bid to become European Capital of Culture in 2033 by establishing an independent foundation to lead the candidacy. Harmen van der Hoek, director of the Groningen theatre company NITE, was appointed chair of the foundation.

Van der Hoek was previously involved in the plans for Leeuwarden’s successful bid for the title in 2018. The bid has support and enthusiasm in Groningen, according to one report.
