The European Commission preliminarily found that TikTok’s personalised video feed could harm users’ mental wellbeing, particularly that of minors and vulnerable adults. It said the system could continue to promote harmful videos even when users disengage from them, because it places greater weight on viewing time than on users’ stated preferences.

The Commission said this could breach the EU Digital Services Act. TikTok therefore risks a fine, while the finding remains preliminary.
