The European Commission presented a proposal to change rules linked to EU enlargement. One report said it would allow qualified-majority voting instead of unanimity on sanctions, energy taxation and tax fraud, with the aim of enabling faster decisions. A separate report said new member states would face enhanced supervision for 15 years, citing Montenegro as potentially joining in 2028. Another report said the proposal would allow standards for European products and services to be set outside the EU.
