EU foreign policy chief Kaja Kallas said the Arctic had become a front in a global power struggle, citing Russia's expanding military presence and China's growing strategic ambitions in the High North. She said security is central to the EU's updated Arctic Strategy.

The EU aims to strengthen its presence in the Arctic and relations with its northern neighbours.
