The Council of State approved plans for three wind turbines at a business site along the Twente Canal in Zutphen, allowing them to be built permanently after years of local opposition.

It found that the province of Gelderland had sufficiently demonstrated that emissions of chemicals and plastic particles caused by wear were acceptable.
