Associate professor of health law André den Exter argued that the minister should ban placing young people in care abroad. He said it was incomprehensible that the committee investigating the treatment of Dutch young people in Spain still wanted to allow foreign placements under certain conditions, and argued that supervision could not be effectively enforced.
