Free bicycle shorts were distributed to women at the Teufelsrad attraction at Munich’s Oktoberfest to help prevent filming or photographing under their skirts. The rapidly spinning wheel can cause traditional dresses to ride up while riders try not to fall off. German journalists found thousands of videos of women at the attraction on social media, some of which had been viewed millions of times. The reports described the shorts as a response to those videos.
