Arnhem seeks round-the-clock care for people with confused behaviour or addiction

Arnhem City Council decided on Wednesday night that a care professional should be available 24 hours a day for people whose confused behaviour or addiction causes nuisance. The aim, as reported, is to provide appropriate medical and psychological help instead of having these people placed in a police cell, while reducing the time police spend dealing with such cases.
