UEFA proposes an 11-point plan to reform FIFA

UEFA was set to present an 11-point plan for comprehensive reform of FIFA after a meeting of the European football association in Berlin. The exact proposals were not yet known, but the plan was expected to seek a substantial reduction in the FIFA president’s powers so that the president could no longer act alone. The meeting also addressed FIFA’s presidential election, scheduled for 18 March in Rabat, Morocco. Gianni Infantino was the only declared candidate at the time, while many European federations wanted him replaced. UEFA had not yet found a broadly supported challenger but was working on a profile for one; applications from opposing candidates were due by 18 November.
