Researchers Julia van Rijn and Vinzenz Ziesemer of the Institute for Public Economy argued for a 21% VAT rate for hairdressers, bicycle makers and plasterers. They said a tax discount creates demand for staff who are not available and costs the government substantial amounts of money. The proposal was linked to a tax plan on which the minority coalition was seeking support before legislative consultation the following week. Its current status was not given.
