Secretary of State for Agriculture Silvio Erkens presented a new vision under which zoos that fail to adapt to new animal-welfare standards could face stricter enforcement. In extreme cases, their licences could be withdrawn.

The plans also aim to make it easier for zoos that invest in improved animal accommodation.
