Municipalities seek more funding for resilience

Dutch municipalities said they are not receiving enough government funding to prepare for threats including cyberattacks, hybrid threats and climate-related dangers such as wildfires. Sharon Dijksma, chair of the Association of Dutch Municipalities (VNG), said municipalities needed several times the amount allocated in the government’s budget memorandum for assessing resilience and estimated the total need at hundreds of millions of euros. The government has allocated €35 million for emergency support points and a further €20 million to €70 million in the budget memorandum for digital resilience, social resilience and continuity. The VNG said there was still a large gap between municipalities’ needs and the funding made available. Rotterdam also sought more money, with its port often described as a potential target for threats from Russia.
