The Province of Limburg expressed concern about the planned increase in VAT on flowers and plants from 9% to 21% in 2028. It said the higher rate would make ornamental products more expensive and could harm businesses, particularly in the border region.

The province also raised concerns about the effect of the increase on efforts to promote greening.
