The Netherlands Institute for Human Rights said a bill that would give intelligence and security services broader powers to collect data must include effective safeguards and robust oversight to protect human rights. Under the cabinet’s proposal, the services could collect information on people and organisations considered a potential threat and hack computers and smartphones without prior independent authorisation.
