EU member-state ambassadors agreed on sanctions against 1,646 people, companies and institutions said to support Russia’s war against Ukraine. EU foreign ministers are to formally approve the list on Monday. The reported expansion is the largest addition to the EU sanctions list since the start of the war in Ukraine.
