The Council of State considered that the municipality of Leeuwarden had not sufficiently substantiated that the planned De Him district, next to the Hounspolder near Goutum, would not harm the bird area known for its black-tailed godwits. The district’s construction is therefore still not definitive. Campaigners welcomed the assessment and said they felt vindicated in their concerns about the birds.
