Legal dispute over Amsterdam horse-carriage permits

Dikan Migdesyan, owner of Karos City Tours, challenged Amsterdam’s refusal to grant a new permit for his horse-carriage business before the Administrative Jurisdiction Division of the Council of State in The Hague. He had operated tourist carriages from Dam Square for 30 years, but the municipality has not issued new permits for six years. He still owns three carriages but has sold his horses, according to one report.
